Rigid polyurethane (PU) foam waste from dismantled refrigerators is difficult to manage in appliance-recycling communities. This study evaluated shredded PU foam as a partial fine-aggregate replacement in semi-dry concrete roof tiles, hollow non-load-bearing blocks, and floor tiles. Products were assessed against applicable dimensional, mechanical, and water-absorption criteria of Thai Industrial Standards (TIS), without formal certification. Increasing PU dosage coincided with lower consolidated fresh-mixture density and mechanical performance and higher added-water content and water absorption. Vebe times were 16.2–19.8 s for roof tiles, 17.2–19.4 s for blocks, and 16.4–19.8 s for floor tiles, within the study-defined 15–20 s window. Because PU dosage and added water increased concurrently, their effects could not be separated. R2, B2, and F8 were selected descriptively based on criteria compliance, mean performance, and specimen-level variability. At 28 days, R2 achieved a 1,268 N transverse breaking load and 8.87% water absorption; B2, 3.825 MPa compressive strength; and F8, 7.089 MPa flexural strength and 7.68% water absorption. R2 and F8 were multi-criteria compromises; no selection was statistically established as optimal. Finite element models reproduced observed deformation patterns and critical regions. For nine mixtures, the mean absolute percentage error was 13.8% overall and 17.3% after excluding three flexural calibration cases. The linear-elastic, criterion-dependent models remain interpretive rather than validated predictors. Selected formulations met the evaluated criteria under the tested conditions. Independent-batch validation and durability, environmental safety, field, life-cycle, and techno-economic assessments are required before routine use.
