Abstract This article examines the importance of the stakeholder in shaping social media’s role in the commission of atrocity crimes. It argues that ‘lower-salience’ stakeholders can shape the corporate world of social media, to encourage best practice via the adoption of normative actions that themselves show the implementation of the Responsibility to Protect. The article draws on the recently published ‘A Framework for Action for the Responsibility to Protect’ to suggest that this document be reshaped from a state-centric framework to one that provides stakeholders a pathway to force social media to act responsibility. This approach would bring a pragmatism to R2P to counter the current criticism of the norm’s political and scholarly malaise, moving the norm away from the academic and theoretical world to give the Responsibility to Protect a relevance that critics suggest is currently lacking.
