This study examines how highway classification in Thailand relates to crash-injury severity. Police-reported crashes from the Department of Highways (2018–2020) were analyzed using a correlated mixed ordered probit model with heterogeneity in means (CMOP-HM), allowing for correlated random parameters and cross-sectional heterogeneity. Model fit was superior to ordered probit, mixed ordered probit, and uncorrelated correlated-mixed variants across all classes (Regional, Principal, Regional Secondary, Intra-Province). Results show class-specific risk patterns: speeding, sudden passing/illegal overtaking, alcohol impairment, and driver fatigue markedly elevate fatal-injury probability—most strongly on Intra-Province and Regional facilities. Head-on collisions are most severe on Principal and Regional Secondary highways; van crashes are particularly severe on Principal and Intra-Province links; and multi-truck crashes increase fatal risk on all classes, with the largest effect on Intra-Province highways. Roadside and design features moderate risks: guardrails and physical medians reduce fatality likelihood; unlit segments raise it, especially on Regional Secondary roads; wet surfaces are associated with lower fatal probability, likely reflecting speed reductions. Temporal risks peak during New Year and Songkran, and during 00:00–05:59. Findings support class-specific safety programs emphasizing overtaking and impairment enforcement, roadside protection, lighting upgrades, and stronger safety standards for vans, buses, and multi-truck operations.
