This article examines the prospects and limitations of how preferential regimes can serve the goals of creating a comfortable urban environment. The author argues that providing incentives to investors for the construction of housing and municipal facilities does not conflict with, but rather facilitates, the realization of citizens’ rights to a decent life and a favorable environment, ensuring a balance between private and public interests.
