Existing accounts of investment competitiveness in Southeast Asia are dominated by macroeconomic-determinants research, which explains why fundamentals differ across economies but not how countries strategically position themselves for capital once those fundamentals are broadly comparable. This paper addresses that gap through a comparative strategic analysis of investment-positioning architecture in the Philippines relative to Vietnam, Indonesia, Thailand, and Malaysia. Drawing on peer-reviewed international business and entrepreneurship literature alongside documentary and applied domestic evidence, the paper develops a three-component framework — investment promotion and branding, entrepreneurial ecosystem signaling, and sectoral value-proposition design — and evaluates each comparator economy on the presence and coherence of these components. The analysis finds that Vietnam, Malaysia, and, more unevenly, Indonesia and Thailand each exhibit a reasonably coherent investor-facing narrative, while the Philippines exhibits presence without coherence: individual components are documented as active, but none functions as a unifying proposition. Domestic evidence sharpens this picture, identifying funding facilitation as a specific weak point within an otherwise moderately available entrepreneurial ecosystem, and a national credibility narrative that remains “open but shallow.” A structurally similar coherence-versus-presence pattern is also observed, illustratively, in applied Philippine equity-market evaluation, lending practical plausibility to the framework. The paper concludes that the Philippines’ comparative disadvantage lies less in missing positioning mechanisms than in the alignment among existing ones, and offers measured, coordination-focused recommendations for investment promotion agencies and entrepreneurial ecosystem builders rather than calls for new promotional infrastructure. The analysis is interpretive and qualitative throughout, makes no causal claims about investment inflows, and is explicitly bounded from, rather than competing with, the fundamentals-based literature it deliberately leaves undisturbed.
