This study examined public service delivery outcomes of Village Health Volunteers (VHVs) during COVID-19 control operations in Thailand’s Eastern Economic Corridor, validated a structural equation model (SEM), and assessed direct and indirect associations among key factors. A convergent parallel mixed-methods design combined survey data from 900 VHVs in Chachoengsao, Chonburi, and Rayong with in-depth interviews with nine key informants. Quantitative data were analyzed using descriptive statistics and SEM, while qualitative findings were used to contextualize the results. The overall self-reported public service delivery outcome was high (M = 4.14). The SEM showed near-perfect fit (χ² = 20.626, df = 22, p = .5439, χ²/df = .937, CFI = 1.000, TLI = 1.000, RMSEA = .000, SRMR = .007), although these indices should be interpreted cautiously. Policy, resources, organizational support, and target-population engagement were significantly associated with service delivery outcomes, and policy also showed significant indirect associations through the three mediating factors. The findings highlight the importance of supportive policy, organizational support, adequate resources, and community engagement in strengthening volunteer-based public health service delivery during crises.
