AbstarctAccurate estimation of near-surface pavement temperature is essential for performance grade (PG) binder selection; however, widely used pavement-temperature models may not be directly applicable under Thailand’s hot-humid climate. This study developed a localised model for predicting the maximum pavement temperature at 20 mm depth, T20, max, from air temperature and applied it to nationwide pavement-temperature mapping and PG binder zoning in Thailand. Daily maximum and minimum air temperature records from 121 Thai Meteorological Department stations during 2013–2022 were used to derive design maximum air temperature at 95% one-tailed reliability, Tair, which ranged from 33.6 to 43.3 °C. Pavement temperatures at 20 mm depth were monitored at eight sites representing Thailand’s climatic regions during May–December 2024, and paired daily maxima were used to calibrate the model, together with published hot-climate datasets from Oman and Saudi Arabia. Linear regression analysis yielded the localised relationship with good explanatory capability (R2 = 0.84). Compared with the SHRP and LTPP equations, which produced mean absolute percentage errors (MAPE) of 22.7% and 17.9%, respectively, the developed model achieved a substantially lower MAPE of 5.7% for the combined dataset. For national application, substituting Tair into the developed model produced design T20,max values ranging from 48.8 to 59.8 °C, with the highest values occurring in inland northern and western areas and lower values in the southern peninsula. Based on AASHTO M 320 under the baseline condition of slow transient loading and ESALs < 107, the resulting PG zoning indicates PG 58-10 in southern/coastal regions, PG 64-10 across much of the central and northeastern regions, and PG 70-10 in hotter inland northern and western areas. The proposed approach provides both a Thailand-specific design tool and a practical framework for climate-based PG binder selection in other hot-climate regions, subject to local calibration and validation.
