Information from the abstract

This study aims to analyze Indonesia's level of institutional readiness to support public-sector transformation through Artificial Intelligence (AI) using the Government AI Readiness Index. This study uses a descriptive quantitative approach, analyzing secondary data on the Index for Indonesia AI publication trends in the public sector, the global Government AI Readiness Index, and the Government AI Readiness Index for Indonesia for the 2021–2025 period. The results show that research on AI in the public sector has increased significantly in recent years, peaking at 195 publications in 2025. The United States, the United Kingdom, and China dominate the field, reflecting strong global interest in AI-driven government transformation. Globally, countries are assessed based on their Government AI Readiness scores. Higher scores indicate a stronger capacity in policy, governance, digital infrastructure, and AI adoption, providing a foundation for AI implementation in the public sector. Government AI Readiness: Indonesia's score increased from 58.14 in 2021 to 65.85 in 2024, then declined to 59.87 in 2025, indicating that the improvement in AI readiness has not been sustained. Indonesia performed relatively well on the AI dimension. Policy Capacity (77.00) and public sector adoption(73,77), but still weak at development and diffusion (44.09) and resilience (58.27). At the indicator level, Indonesia's strengths lie in e-government delivery, data quality, and policy vision, whereas compute capacity, AI sector maturity, and human capital become the main challenges.
